Suggestion Configure City Level and Population For Each Pre-build Individual Settlement

I would love the feature of configure city level and population for each pre-build individual settlement.

I usually have vanilla populated settlements as pre-build sim settlement cities.

I would love to be able to configure city levels according to the number of vanilla settlers. Settlements with more vanilla settlers like The Slog would be level 3 and settlements with fewer settlers would start from level 1 or 2.

I would wnat to be able to pre-build some of the enemy controlled settlement to level 0 or 1 with 0 population (civilians) such as the Kingsport Lighthouse so the settlement remains enemy-controlled. But it doesn't appear as if enemy factions don't need place to live in. They may have no interest in building up their places to something like a level 2 or 3 cities but they still need roof and personal space.

Anyone else wants this feature?
 
Yes, I would like something like this with Settlements pre-populated and built with my enemies inside.
Then use a multi-companion mod and run around with 7 or so companions taking back the commonwealth.
 
Isn't there a setting in the beginning of the game for this? When it asks if you want prebuilt settlements, there's a list of what settlements, what lvl you want them started at, and what percentage of the population you want.... I could have sworn that was on the prebuild menu from the getgo
 
Yes, it does prebuild settlements and it populates them with humans.
Looking forward to having a choice of populating them with Synths, BOS, Supermutants or even those goodie two shoes MM. All armed to the teeth in secure settlements

the ultimate in configuration would be to select the factions getting settlements and how many settlements they start of with. they way you could replay and see how different the world would be in Raider heaven vs Super Mutant heaven etc
