Commercial plots won't build if I choose a plan

If I just drop one, it's fine. If I choose a plan I can watch the plot refresh but it never asks me to pay for materials and it won't build. If I look at the status it says Can't construct, not enough materials.
 
In the default SS2 settings you need X number of settlers for each commercial plot built. If you go into the SS2 gameplay settings, you can turn this requirement off. (I can's remember what menu off the top of my head)
 
Do you have enough materials to build the plot? Currently there is no message displayed if you do not have enough to build it.
 
I appear to be having the same problem. I put down a commercial plot, and never get the pop-up telling me the amount of materials needed and the option to proceed. The ASAM is stuck on "not enough materials." I definitely have enough materials, since this is Vault 88 and I have several hundred each of steel and wood in the shop, and I'm set to material categories rather than individual materials. Donating them directly to the planning desk doesn't make any difference either.

Edit: Ah wait, it's because of the population/home requirement mentioned by @masalaba . I turned off that requirement, and was able to start construction. In that case, I would suggest that the game make it more clear what the problem actually is.
