Question Cleanup Misplaced Items

In the holotape for WSFW under the headings tools when selected, there is a tool called cleanup misplaced items.
I have searched around some for a description or even a discussion on the topic, but have been unsuccessful.
I played with it some and can't make heads nor tails of it. I suspect it is a tool for layouts and since I am not using that feature should not work for me. The results I got were very unpredictable, and surprising.
In Red Rocket I used it, and it told me to wait there until complete so I did then when finished, I got a message that it had cleaned up my mobile workbench. Sure enough everything I had built with the mobile workbench was removed. So back to the save and off to Starlight and tried again, thinking the issue was with the mobile workbench. This time when run, it informed me that Taffington had been cleaned, sure enough near everything I had built at Taffington was gone except for the few things just outside I built with the mobile work bench. I have some screen shots of this with more details, the number of misplaced items reported was ~1900 at Red Rocket yet the settlement only had ~1350 items placed. At Starlight I was told that there were ~2100 misplaced items but that settlement only had ~1500 placed items.
Just looking for a hint or two on what a misplaced item is and what this tool should do and how it might work?

IIRC the tool is to cleanup WSFW layouts / SS2 city plans that spawn items outside of the settlement.
The comment in the function call is: ; Check area around player for items linked to a workbench that isn't in the current location
 
This cleans up instances where a city plan or plot builds/refreshes/upgrades and you load into a different cell while this is happening, the game may bring some of the items into the cell you load into with you. This only happens when you fast travel. I am not sure if the tool works right or is function complete because I had a bad time with this issue happening and I had a whole city plan get dumped into my HQ. This tool never cleaned it up when it said it found and cleaned up some ~3700 items. On a new save when I try to run it in a settlement or in HQ, it says it finds 1000-2000 misplaced items and it runs through and comes back to say that all those items weren't actually misplaced. I don't have any issue now with it but why say they are misplaced if they aren't?
 
A script to cleanup any settlement by using a fixed 'list' of base types to remove(scrap) would be nice- such as buildings, structures, boards things like that. With other options to cleanup loose items like tires, 'broken' items like toilets etc.,. so it just 'scraps' them into the workbench for you. I'm just thinking out loud and there may already be something like that.
