No Response Clarification on Recruiting / Settlers

Ok, the only part I'm still not clear on is the recruiting and civilians.

I know I need to work with Jammer to recruit raiders, is that the only way you add raiders? And does that add raiders to each of the Outpost/Vassel settlements? Or do I need to move Jammer around to grow the population in each Outpost?

As for Civilians, currently all mine die after the takeover (hopefully a bug), however my question is the same whether they live or die. How do you get more civilians/settlers? Use the radio beacon like normal? Or is it something that just happens? This question really aims at the settlements that aren't built and are empty.

Thanks. I believe once I get this part, I think I have a good understanding, barring the bugs.

Oh and city building. Does it still work the same as before for both Outpost and Vassel? Put someone in charge and the settlers/civilians/raiders do the building?

Conqueror - OMG, I have sooo many questions!
Will we be able to recruit just males/females? (I have a character concept where I want to have an all-girl Raider gang.)
Does Piper's recruiter feature as a City Leader affect the rate of recruitment for Raiders? I was thinking of posting her at my main Outpost, figuring "Hey, Piper - if you can't beat 'em, join 'em!" and have her lead the effort to gather new recruits for my Commonwealth takeover.
Sully: Anyone doing anything with Sully as a raider leader? If you do his quest, he becomes a rival faction - at least, in theory.

Unrelated to those other questions, it appears Conqueror now allows the option to not have a city leader at all and yet it would still continue to recruit and level up. Having a leader at that point would give you the leader traits, I'm guessing, as a benefit.
