This is a very odd issue. I started a brand new game, from the beginning. When I leave the vault and arrive at Sanctuary, it has a city plan in place. Yes I am using conqueror and yes some settlements have plans in place. Sanctuary is always in the 'Its probably not a good idea to pre-build' list so I leave it there. Sanctuary has NOT been chosen to have a settlement. Yet when I arrive from the vault, there are no people, only Codsworth but the sanctuary plan I activated back in a previous play-through (which has since been deleted) is still there. I've restarted the game, from the title credits 4 times. In one case not even activating any of the conqueror settings (not for this play through option) and when I get to Sanctuary, the city plan from a previous play through is still there. should I reinstall the entire game maybe? I think this is a Conqueror issue? Help?
