City stuck at level 0?

Tried waiting 15 days, donating a ton of stuff, built town hall level 3(+100 happiness). All plots are constructed AFAIK. Tried increasing population to 15 but happiness went down so I transferred some to elsewhere. I want to mainly use the city plan rather than my stuff to start with. I got agricultural plots upgraded although resources shouldn't be the issue since I have a cheat generator that gives 1k power, 1k defense, 100 food, 100 water which I use for when I just want to build stuff. I only just started today so excited to check everything out. I have Piper as leader right now. I do notice that happiness is stuck at 64 even though I've got a few upgraded Recreation Plots, waiting ~5 days didn't cause any change although it says predicted happiness is 72.

I will try hacking happiness rating next.

if you haven't done so, turn on papyrus logging. The game dumps a line or two in there when looking for upgrades that will tell you exactly what the settlement needs to continue forward.

Also bring SS up to the latest patch level (3.0.3b) if it's not there already. The issue corrected in it is a fairly nasty one. if you do need to upgrade, there's some instructions on the main page under the beta fix area on the right (it's the first post) to walk you through how to clean out your save so you won't have any more problems with it.

I am not sure precisely which version but I downloaded sometime yesterday Jan 11th. Downloading the Jan 12th update now

I will look into this, but would I be correct to assume that this won't come into play in future New Games? I am probably going to but just want to mess around with the new stuff for a bit first
 
Too bad I'm stuck on horribly slow internet right now, prob gonna be like 15-20 minutes to download. Just gonna roll back to earlier save probably. Am I supposed to build my own stuff too in order to get it the city to upgrade? I want to just see what it'll do each level so I'm not building things where it's going to be adding things at later levels, TBH I just wanna let RotC do its thing at first with me putting that cheat generator in. Don't want to use happiness cheat since I think it breaks settlement happiness. Do I need a bunch of rec plots for +happiness for getting to level 1? How many people should I have in the settlement?

Am wanting to do more work on my addon but right now want to get familiar with all the new stuff. Maybe it's possible I will want to make things under the new frameworks
 
Definitely check out the Papyrus log, it will print out exactly what you're still missing.
 
The bug is bad enough that it'll impact this game, it causes the save to lag more and more until the game just crashes.

It was fixed today so if you downloaded yesterday, you're definitely impacted.

I checked for the bad script - I had no active scripts at all according to Fallrim.

I tried turning on the papyrus logging, and it doesn't print anything, either to console, hud, or a log :(

Sanctuary is stuck sitting at lvl 0, even though it looks like it should be ready to progress :( I also stated a new game since updating versions :(
 
If you have papryus logging on it will write the log to..
Documents\My Games\Fallout4\Log\Script
 
The messages in your log will start with "City Upgrade Ineligible Reason", so you can search for that.

It isn't creating a log file at all, though. I'm... Not sure what is going on.

I found it in the fallout.ini and changed the options to 1 to enable, so now it's in both ini files - that seems to have done it.

Those errors are implying some of your scripts aren't matching up. As if you have a mix of old and new Sim Settlements files. I'd suggest doing a manual install of Sim Settlements, check if that improves things. https://simsettlements.com/web/wiki/index.php?title=Install#Manual_Installation

If not, we'll need to start eliminating some variables by trying with other mods disabled, and on a new character.
 
Hey kinggath! Heh, yeah, I was afraid of that.

Once I'm home (an hour or so), I'll give it a shot. I just updated everything a few days ago - I'll kill everything not SS and see what we get. If it comes to it, do you have a discord channel (just to make it easier to pin down?) If not, I've got a server I can offer :)
 
On XB1, I'm having a similar problem. Despite my settlements clearly advancing (one has a fence now), all the meters maxed out, happiness 75 and above - neither of my two Leader managed settlements have gone past zero. I'm haven't been concerned, but I don't know what it means if they don't. They're still functioning pretty well.

Hey kinggath - I'm home now :) Do you want me to disable everything except Sim Settlements, including all the SS Addons, or just everything that isn't SS?
 
@Aki It could be that the level is just displaying incorrectly on the desk. I don't believe any of the settlements have walls or fencing at level 0. To test this, you can build a new desk and check the View City Details on that.

@Kittamaru Before you do this, make sure you make a back-up copy of your .fos save file, otherwise all of this testing will remove your mods from the auto-save slots during testing. After you manually re-install Sim Settlements, disable everything but Sim Settlements and the expansions, load the game, fast travel to one of your settlements you believe should have leveled up and then check your Papyrus log again.
