is there a place where i can see how a specific settlement will look like if i use a city plan (like arial pics or something)?

Will depend on which plan you are wishing to look at. If it's one of the competition entries, you can find sets of pictures of them in the City plan contest section of the forum https://simsettlements.com/site/index.php?categories/city-plan-contest.146/
If it's one separately published on Nexus, they should provide images there.
