City Plans only gets half built.

that's strange you guys.. Hmmmm
I am going to assume it is because Snappy Housekit and Snappy DLC Kits are not installed. The great thing about City Plans and Workshop Framework is it will build out and spawn everything it can find into a layout, and not having something doesn't stop the whole thing dead in its tracks. It does mean, however, that if some of those things are structural elements like walls and stuff like Snappy Housekit/DLC Kits provide, then it looks incomplete. That's also why the contest rules are strict about not using mod-added content now, though, so all of the city plan contest entries that have been produced recently won't have this problem.
 
For me their installed. The missing mods are plot mods. Power and Gardens. But the design I think uses them as structural elements - thats why the floaters.

I have a "normal habit' of setting my build limit to 500%, that seems to cover the small and large settlements.
There are a couple that actually require 600%. Some of the builders put the requirement in the description, but not very many.

Actually, I can't find a entry in the WSFW tape or WS tape or SS2 tape to auto set the build limit.
 
I'm pretty sure it is on the city manager holotape, but I always just use the workbench, Manage, then up the build limit. For me that just seems easier.
 
Sorry I thought from what you said that you were trying the holo tapes. So you have been increasing the build using the red workbench? Do you have all three options when you approach the bench? You should have Build, transfer and manage.
Load up the city manager holotape, and select performance. The first line under performance says, "Respect city build limit." Make sure that is off.
 
Oh, so that is what you were referring to. I will try that this evening when I get home.
