I am going to assume it is because Snappy Housekit and Snappy DLC Kits are not installed. The great thing about City Plans and Workshop Framework is it will build out and spawn everything it can find into a layout, and not having something doesn't stop the whole thing dead in its tracks. It does mean, however, that if some of those things are structural elements like walls and stuff like Snappy Housekit/DLC Kits provide, then it looks incomplete. That's also why the contest rules are strict about not using mod-added content now, though, so all of the city plan contest entries that have been produced recently won't have this problem.that's strange you guys.. There are a couple that actually require 600%. Some of the builders put the requirement in the description, but not very many.I have a "normal habit' of setting my build limit to 500%, that seems to cover the small and large settlements.
