Question City plans and alternate recruitment

Residential plots for city plans don't seem to be built until they are needed for the most part so how does alternate recruitment with a dispatcher get affected? Does it look at the number of built plots/beds to determine the max limit or the number of built residential plots + unbuilt + beds? Do you look at the plan settler size?

It looks at unassigned homes and jobs and the lower of the two is the max settlers that (should) be recruited.

The system probably doesn't work very well overall with the Rotc cities because of that, yes, but I haven't looked closely to determine if it builds homes ahead of settlers or in response to them.

I originally thought cities would build the residential plots up front but they definitely do not. I'm not sure when they get added though. If you have settlers when the city is built then they get added right away but new settlers don't get homes immediately. Maybe on cell load so you'd need to visit. I've had settlers arrive when I'm in a settlement and they stay homeless even if the max plan population hasn't been reached yet.

Well that's problematic. I'll probably need to tweak and look for city plans being applied if I can and utilize the city plan population instead in those cases.

I'm not sure Cranky is correct, but I'll have to go back and play with it a bit. I know I have seen, at least in Sanctuary, built plots for residents that are not currently being utilized. This might just be because pre-General Preston is hanging around and still counts as a resident, but I know I have seen the city plan build more plots than is currently necessary in anticipation of new settlers coming. Sanctuary in particular wont even lay down industrial plots until at least four farms and two security spots are in place, but if you meander around, you can see plots in place and with the preliminary stuff there. So it doesn't just build in response to who is there. I have seen it have excess job plots, at least.

I don't know about housing plots, though.

Yeah, I've seen a mix as well. I thought perhaps the city plans had a "base number" they started with and then added more as needed, but my second build of the same city made me rethink that because I didn't get as many/the same spots pre-filled and unstaffed. Not sure! We'll know more as the toolkits come out I suspect
 
I wonder if this relates to the setting for the number of unemployed settlers thing. Like if it is higher, it throws down more plots in advance... or less, maybe. I don't know.
 
Some places like the Hangman's Alley plan have spaces obviously meant for plots but I don't want to use the spaces early to manually add plots. I'd rather they just have the plots empty from the start really. It's hard to know where it's safe to manually add things otherwise.
