City planners desk not working and fix crashes my game.

Can you test on a new character to see if the issues persist? If they do, there's likely a mod conflict going on here.

I tried with a new character and everything works fine. The desk works and I can save without crashing. When I switch back to the other character, saving still causes a crash.
 
Does the crash only occur when you hit save? If so, it's likely you have some save file corruption.

Try going to a different area and saving (you will probably have to disable the autosave on fast travel in the vanilla game options). For example, head into one of the interior cells in Diamond City.

If that still doesn't work, it's probably save corruption. My experience, is that the only cause of that type of save corruption is removing mods. So you might be able to fix it by re-installing any mods you uninstalled since you ran into this issue.

Yes the only time it crashes is when I save. Going to a different cell didn't fix the crashing and I haven't added or removed any mods since this issue started.
 
Sounds like save corruption unfortunately.

The last thing you can try is to see if disabling all of your mods allows you to make a new save file. If it does, then you can probably rescue your save by doing a half-split test of all of your mods.

Basically, disable half your mods, try and make a new save. If it crashes, you have the bad half enabled, otherwise your disabled mods are the bad half.

Now load up half of the bad half, and repeat the test. Each time it crashes, you've cut down the potential mods causing the problem by half, so it doesn't take long to find the bad guy.

Once you identify the bad mod, if you save without it, there's a good chance you can re-enable that mod and load back up the save that didn't have it and basically let the mod re-install. If it turns out your data from a big mod, like Sim Settlements, was corrupted, then you'll unfortunately have to start all of the content from that mod over - but at least you'll have your character!

Again, first thing is to just try with no mods - if that doesn't work - then the save is definitely toast, and you won't be able to half-split your way out of it.
