Solved city planner + war planner

can you use both of them at the same settlement without issues because i tried and weird stuff happened

I assume that you're referring to the city planner desk and the war planner desk. If so, yes these can work fine in the same settlement as they handle different tasks and systems. I'd usually have a city planner desk in every city to allow for making donations if nothing else. War planner desks you'd usually only need in an outpost, like one that you've taken with an assault with a conqueror faction or placed in an empty settlement you want to to turn into an outpost with a liberator faction. What sort of problems have you had?

i am playing the regulators and i did as following, i used the red rocket and started a empty outpost then i spent some caps getting about 3 skirmishers and 1 special unit. then i placed the city planner so that it could work without my involvement however i cant get the soldier menu when im facing my units.

I can't imagine any reason why placing a city planner desk would prevent the manage option coming up on recruits. Might be a silly question, but are you getting close enough to them? As the manage option comes up much closer to than the general interact option.

i have no idea what happened, i just went on doing the diamond city quest and after returning it actually worked, nothing had happened, i was on the same session, same save but it worked now. dont know how tho

So many issues with this game can be fixed with patience. Scripts can often get stacked up, especially with complicated mods like these. Fallrim tools has great function for checking saves for active scripts and suspended stacks.
