Solved City Plan recommendations for Conqueror / Liberator?

UPDATE:
Remove the RotC original plans, and make sure to turn Workshop Access in Vassals on so you can adjust them as needed; and make sure to pick city plans that have some room for you to build and/or get Settlements Exapanded or similar.

I didn't want to load 3,432 more mods while having issues, so I realized, I only have the original, first-year, pre-Conq RotC city plans. They uh, have some issues, in relation to Conq play...

WRE wasn't a thing yet and balancing resources wasn't a consideration, playing with the new automatic city build system was. So most of them are not even self-sufficient. They start with major shortfalls in food, have massive maintenance deficits, are completely lacking in defense, and so on. Several times I've taken a new Vassal, of one of the original City Plans, and had it either wind up break-even or even a net loss (i've acquired more people than resources!).

Are more recent City Plans better balanced in terms of, making at least enough food for their own people, not starting out at -45 maintenance, that sort of thing? Of course with the progression system, it's understandable that a Level 1 city should not be producing surplus everything; but "massive deficit everything" is kind of a bummer ;). Especially since even with advancement turned on, Vassals can take bloody forever to upgrade, and it can be harder once you're in a shortfall spiral because you're fighting against falling Morale....

I think some kind of Scouting Report would go a long way to helping in-game decisions as well. If i scout a new settlement, that means I should have some idea of its production. "Scouting Report for Starlight Drive-In: WAGES: high - RATIONS - none - EQUIPMENT - low" in this way, the player can decide what the best next target should be, depending on their current needs.Otherwise it's a little frustrating to take a new Vassal and discover you've made no gains. If you're playing Liberator with pre-conq hostiles, there's not necessarily a way to go in and eyeball the plots manually. And even if you do, it's no guarantee of the actual production numbers you'll wind up with.

Update: pored over the entries from the contest packs, removed all the RotC plans, hand-picked a few that looked promising from the packs. I'll see if I can make that Scouting Report a thing.
