Does it matter if I don't increase this? I can later?

I ask because some of my city plans appear to be missing items. Do I need to increase this/best practice to increase this before?
How do I tell if a plan will 'level up' or not?

What triggers the city plan leveling up?
 
You should increase the build limit but your city plan should be able to build everything at the Level 0 - foundation level - immediately upon building. in terms of the "missing items" - can you be more specific? At level 0 the city plans are often intended to have only the basic items covered and will frequently have half-finished structures and building materials sitting around that are to be utilized in later levels.

In terms of triggering the city plan to level up - that depends on your involvement level. If it's set to None, there are no requirements other than time, population, and happiness level. If it's set to Low or higher than that, then usually it will require scrap to level up and potentially other requirements as well.

Scroll down to the "Status Meters" section of the HUD page on the wiki. It talks about how to interpret the HUD's indicators of shortfalls/needs, including what's outstanding to be able to upgrade the city level (see the sub-section talking about the Clock).

It's different for every design and based on what the designers placed but when you go to upgrade ("upgrade available" will display in the menu when you click on the blueprint on the city planner's desk), if you do not have enough scrap it will tell you how much is needed and where you are short just like when building or upgrading a plot. There's just not a way to know that ahead of time, sorry to say. As @Torberg said above, if you are short on scrap there will be a red icon that looks like crossed hammers in the city plan status meters and that is the point at which you can find out what is still needed.
