City Plan Level tracking

Hello,

How do I tell the progress of your city plan upgrading? Is there like a status bar or percentage rating? Also, how do you tell how many levels a city plan has?

You either wait for the cinematic to be over or wait until you see nothing changing in the settlement. No progression bar. You’ll know if the plan has only one level if it says [Basic Plan] or is described as such by the mod author on the mod page (if you are using user-made plans). Otherwise it should have three additional levels (from 0 to 3).
 
You should get this little HUD sub-element I've circled and arrowed here, assuming it's a City Plan that can level up - the ones that "ship with" the mod can't. (in this screenshot is the ROTC plan for Sanctuary, literally just finished building). The 0% shown here is presumably what you're looking for.

Good choice of City plan for sanctuary the ROTC one there is very cool.
 
I have one for SS1 but I have not returned to Sanctuary for SS2. what I want to build there is a big project. All the homes are to be repaired with working bathrooms and kitchens, the whole area set up as a repaired pre-war town but junky walking a good balance between the two. It would have the player home be their home and have bits added as you did more about the commonwealth much like how the museum for long fellows cabin upgrades in the ROTC plan. Furthermore to this improvements to the area around Sanctuary would happen based on quest completion etc. Just a bit of work.
