I thought (mistakenly) that the city plan assistant automatically shut off quests and such when building for a contest.
Where do I turn off those quests?
Are there any other settings I need to change that would be helpful when doing contest entries?
Thank you in advance.

Jake will show when you drop the first beacon period. You just have to say no to the demo or drop a beacon somewhere and just leave him. The city planner holotape has cheat options to get all the story items and plots but not actually stop the quests. You can also console command past them all as well.

You want to test your builds as you expect people to play them so settings should be set to what most people would use. Moderate involvement is a good start point.

Thank you I've started a new game for building in SS2. The last game just for SS2 got kinda wonky. But I don't remember Jake showing up at all.

I mentioned this elsewhere, but Jake showing up can actually be useful, if you're the type of planner who cares about settlers being able to path throughout your settlement. As long as you walk away as soon as he starts talking to you, he'll be quite persistent in following you, even if you're in build mode. That means you can zip to the point you want to test the accessibility of, then watch to see if he makes it, without having to worry about how long it takes for a settler to stop what they're doing when you tell them to go somewhere or the fact that they'll stop going where you told them to go the moment you leave command mode (meaning you can keep building as you wait for him to catch up with you).
