Primary Bug Report City Manager Holotape - City Manager Holotape has infinite recursion and empty options

Load the holotape and go to Tools > Advanced Tools. Notice that the menu does not change. You can continue to recursively descend into this rabbit hole infinitely, adding more and more identical nested menus.
Now go to Tools > Tracking. Notice that after loading for a few seconds, nothing appears. The same happens in Options > Gameplay > Advanced.

I can confirm that the Advanced Tools is either bugged or not finished (my assumption) but I don't have any issues with Tracking options, at least on version L.

Tracking can take a few seconds to register. After you select what you want to track (say jobless), back out of your pip-boy and after a few seconds you'll either see markers (as long as the Tracking quest is active), or you will get a pop-up saying nothing matched that selection.
