Suggestion City building cost (RoC)

Is there an option to make the very start of city building to require some starting resources and people? Right now im just picking a plan at the desk and city is starting to build itself even if it was completely empty and uninhabited area 1 second before. Kinda unrealistic.

Or should i post it in suggestions forum?

I would say it is a question in how to simulate what you are asking for / wanting it to do?

You can gather resources and set up a beacon before the city plan process.
Realize the core mechanics are still there, SS is built on that. In vanilla some Settlements start with settlers some don’t.

All that said the prebuilt Conqueror mechanic will do exactly what you are asking. Just maybe not how you want it?

you can use realistic build times and it is likely the settlers will show up before the the first stages are all that far along.

Ye i can, but i dont have to. It is not required to start auto city building. Nothing is required actually. Even city planner's desk is free. Thats the problem (for me at least). :)

Yeye i watched this, but my question is not about upgrades costs, its about cost of starting city building. At level 0.

ok, I understand. I’ll move the thread to the suggestion category, as it seems you understand the mechanics, so not-so-much a question, but this isn’t a bug as the mod is working as designed.

This is a case where I understand your point but I don’t think the mod should change to accommodate you. Because I’m guessing the number of people who would want to be limited (like you ask) are not the majority. It could be done as an option but then it becomes a question of how much work is required versus the benefit gained. Maybe it’s easy and they’ll do it, maybe they won’t. No idea.

But here’s the thing though: if you don’t scrap manually the settlements items and start a city plan it will scrap everything to build the city and you will receive none of the scrapped items (loose items and items in containers are sent to the workshop but scrapped trees, houses, cars etc give you nothing). So in a sense, there is a cost associated with building a city, you actually lose a lot of scraps. Unless you work around it and manually scrap all yourself but then that’s your decision.

Just like nothing forces you to use plans in empty cities. You can limit yourself for that

As for the city planner being free... I’m not sure what your settings are but mine isn’t free. I have to build it. Doesn’t yours also have a cost?
 
There is a setting in the options where you have to gather the scrap, but I believe level 0 (foundation) has always been free.
 
With any settlement, about 12 hours plus into a game, and "muh immersion" is sacrificed to tgm for building.

I know I am not as bad as Raybo not having a life, but after about 4000 hrs into Fallout 4, a lot of things have been tried and died. Along with my immersion factor...
 
So you're basically just wondering if it could be harder to start the foundation (L0)?

Level 0 is free and requires only a leader, but honestly the way I look at it, the foundation level (L0) is so basic that you could make it out of just the stuff lying around any settlement (in normal Fallout 4 abstracted way, of course; I don't think I've ever seen so much corrugated metal in my life!). I'm also not sure it'd be that interesting to require 300 wood and 100 steel or something like that?
