Bug Cities aren't upgrading! Plots get built, but then stop and nothing happens. City at 0%?

Sorry for the long post title! I finally got Sim Settlements working after all and started setting up towns and assigning settlers to be Mayors (I have a few mods that expand the list beyond just your companions). However, I found that my cities aren't apparently tracking their progress, being stuck at 0% despite buildings being constructed little by little (and that's a bit odd too, I don't remember construction of buildings taking so long when I had the mod last time; you can see scaffolding go up...but nothing else happens, despite people being assigned to them). Given it's a city plan and not pre-placed, it should all be automatic, as I've left the settings at default (particularly Realistic Build Times is set to OFF and all upgrades are set to AUTO).

Are my settlements actually upgrading, even though the meter is seemingly stuck at zero? Why does nothing appear to be happening around my settlements? It's been a looong time since I had this mod active (currently in a new playthrough), so perhaps I'm not remembering something correctly; for example, I seem to remember the Mayors always sitting at the Planner's desk, typing away at the computer... but Marcy Long, current mayor of Tenpines Bluff, is working the fields with the settlers. Strange.

Also, I keep getting the warning "build limit is full, plots won't build or upgrade"... but I also have the Settlement Limits Slashed mod, and it seems to be working (going into the Build menu actually reveals the Build Limit is still empty), so the needless warning is annoying, as it keeps coming up every so often. :/ I don't remember seeing a warning like that before. Why are these issues occurring? When I used SS in the past, none of this happened; I have a new character and a new save file. Everything should work. I am currently at Level 18 and just retook the Castle, so it's not a story-related thing, I think.
 
The last bit seems the most likely problem. I've never seen that message. Sim Settlements has it's own "fixes" - by default it ignores the build limits for the city plans (check the performance options) and you can manually further increase the build limit in case you want to build even more. Possibly Settlement Limits Slashed is incompatible?

Huh, can I remove the mod without corrupting my save? I know (now) that you shouldn't remove mods from an active save file.
