I'm a bit confused when it comes to settings in Workshop Framework's Charisma setting, I have this option off and have SS2 Comm setting on so that Settlers will recruit when beds are available. After setting up more bedding and adding comm plots I'm still getting gray settlements in the listing when trying to move settlers around. It appears that the game is still relying on my Charisma, I know that I can cheat my Charisma via console but if I have all settings in the right place I shouldn't have to right? Am I missing something?
 
I had taffington setup for just 15 settlers because lag is a thing and that area is lag city but for some reason SS2 comms drew in 15 more settlers over time. I only have 15 beds but nope here they all come. I built the com stations in settlements because it is a job plot for one settler, there is this fancy salvage doohicky thing that needs the com stations to work and jake was talking about comms between settlements being real important. What I find out is that nope the dam things are not important and I should find another job plot to take the place of com stations. I'm actually going through a lot of vanilla quests including far harbor before getting back to jake and kicking off the big party at GNN but I'm gonna be stuck with probably FIFTY or more settlers at some point that can't be used anywhere without adding in a new settlement with a mod.
 
I worked through mine, I just downloaded a charisma ring from nexus and lowered my charisma via console to around 9ish, when I want to do a speech check I just simply slip the ring on. Now if I get more population then I want I just simply disable the new unemployed settlers via console.
 
I had to change my comm plots to something else because they wouldn’t stop coming. It would be good if it could be switched off and on as needed.

In my experience, the comm plots affect the settlement's ability to recruit, but manually sending someone over stays limited by the vanilla CHA+10 (CHA+20 for Vault 88).

One way to work around this is with the SS2 Settlers UI mod. It's a wonderful tool for managing settlers and plot assignments. It also has a "send to another settlement" option that does not appear to be limited by population caps. I've been able to use that to send settlers to overfull settlements.
