Chapter 2 - Concord side quests - 'Thief! Thompsons' quest not triggering

Dear community,

I have an issue I can't figure with the following quest which prevents other quests to trigger:
I should find a notice on the Community Board in Concord Church. That notice is missing from Church board. The Thompsons aren't to be found where they suppose to be (in Concord where the Deathclaw emerged from the Concord Sewers).

Because of this, I can't trigger:
This one triggers only when “you have visited the Thompsons for dinner and a story (part of the 'Thief! Thompsons' quest)”. Also, if I haven't started "Thief! Thompsons", a notice called "Missing Things" doesn't appear on the Community Board at Concord Church, when this quest activates.

This leads to Alyssa's last quest:
... not being triggered because this is supposed to activates after "Cover of Night".

So, because of "Thief! Thompsons" not being activated, two other quests are still locked.

I've finished so far:
1. The entire Chapter 1 content (Main Quests + all Side Quests)
2. 'Chapter 2 - Main Questline' + 'Chapter 2 - Side Quests' + 'Chapter 2 - Side Quests - Nightingales' + 'Chapter 2 - Side Quests - Concord' (all except the listed three). Last thing I'll have to do is 'Commonwealth Police Department (CPD)' questline in order to completely finish the entire Chapter 1 and 2 content (but shouldn't be related to any of the aforementioned three side quests), before staring Chapter 3 content.

Am I missing something to trigger "Thief! Thompsons"? Is there any not listed requirement I'm not aware about?
Any clarifications on this one will be highly appreciated.

Okay, I recognize most of those mods. Don't know these two: rebalance project - Commonwealth.esp or the Passthrough one.
You might try adding Workshop Framework Script Override (optional file) at the bottom of your load order to see if that helps.
I don't know what else to suggest. Everyone should have appeared if Concord Settlers are wandering about and you've complete Main Story quests.
I've played these quests so many times, mostly without issues.
I'm a bit confused by how quickly Concord quests should appear. In previous play-throughs I've had six on the notice board at once, this time around they seem to be popping up one by one. The first quest to appear was for the caravaneers which I did a while back. Noticed the brahmin one yesterday and having done that, Fallons has turned kup. So things are progressing, just not the same as last time around...

(Rebalance is an old flora mod, Passthrough provides internal/external connectors that plug together)

If you have Chapter 2 installed when you start Chapter 1, the Concord quests become available as you progress the Main SS2 Story Quests and some of them also depend on which Concord quests you have completed. If you had completed Chapter 1 and then installed Chapter 2, the Concord quests requiring completion of certain Main Story quests would show up on the board immediately, except for the ones that required completing the Concord quests.
 
I've updated to the latest version of SS2 , but the problem persists: as you can see, if one of these doors chould be Thompsons' one, it isn't there. The quest still appears as STOPPED when checked with 'sqs' command and 'startquest' or set any stage does nothing. Also, no console commands were used on this save prior to installing the latest update which should patch it.

The Thompson's house is actually at the south end of town, outside the junkwall they build even, not in the middle there. Here's a video of me walking to there starting from looking at the Museum - first few seconds are looking around so you can tell where I'm starting from.

First of all, yaugie, thank you so much for the video! Very helpful to find their spot!
Second, Cessori, the wiki needs to be updated. I was searching for almost a month based on Thief! Thompsons wiki, which states, and I quote, that "you can find the Thompsons in Concord where the Deathclaw emerged from the Concord Sewers". They are indeed in the opposite part of the town!

Now, things are pretty weird with their place: as you can see from the screenshots, the lantern isn't there, BUT the door object can pe accessed. So does the interior of their house. Everything is in place there, but no lantern and no the 2 NPCs.

What I did for test purposes was to enable each one of them via console. They were teleported to the interior of their house, but the only interactions I can have with them are simply pleasantries. They also exchange lines between them, but that's it.
As you can see, when trying to start their quest and check the current stage, it still appears as STOPPED and it't not responing to any command to initiate.

Except for the Church which you can see what stage is currently at, I counted for 20 (but may be even more) doors with lanterns and correctly spawned interiors and plenty of settlers wandering the streets. So it's not the entire town, maybe only this section. Curiously enough, the two houses near Thompsons (in the 1st and 2nd screenshots) are already having lanterns. Only their doesn't.

By the way, I've finished ALL Concord related quests without any issue, except Thompsons' one! So only their quest is broken and I had so high hopes that the latest update, judging from patch notes, will solve this....
It didn't.

P.S. As part of 'A StoryWealth' collection team, I can tell you for sure that none of the mods included in our collection doesn't break anything related to Concord, neither my extra-aSW mods aren't related to the area.

The Thompsons house where yaugie's video shows it, yes, however, the Wiki is not incorrect. The NPCs do appear where the Wiki says they do, to meet them for the first time. You are to meet them later at their house once their quest starts. It's not unusal for the SS2 devs to have a cell prebuilt, but only readily available when the quest starts.

Obviously, if their quest is stopped, and since it is stopped, the Thompsons did not appear where they should have and their door and lantern didn't activate.
There is also a quest that requires meeting the Thompson for a meal, so I think you may still be missing one, unless you used console commands. I can ask if there's anything else that can be done to help you, but I'm not hopeful.
 
Can you please give me the ID for that intermediate quest? I wasn't aware there's a different one. Maybe I can force that to complete and the lantern will spawn after, triggering the one we're speaking of.

None. Even Journalistic Ethics and Cover of Night triggered without my intervention, even if they should be indirectly related to Thompsons'.
I've done every single quest from Ch. 1 and 2, and I mean EVERY single one. Except for Radiants, ofc.
Plus the entire The New Liberty Trading Company (NLTC) questline from Ch. 3 and now I'm on my way to complete all Ch. 3 Mains + Specials, the last ones before finishing all SS2 chapters. And Thompsons' one is the only broken. It's killing me as apparently no one can help me with a forced way to start it.

Well, it's not for lack of trying. There were no other suggestions when I asked about it, other than to say, that there is some kind of mod conflict that has occurred.
If you have already consoled Ruby and Elias into their home, the quest stages are on the quest guide Thief! Thompsons, you could try set stage to 20 to see if that will jump start it. If that doesn't work, there's nothing more I can do.
Haven't seen any other reports that this quest isn't working with the current release.
