Chapter 2 - Concord side quests - 'Thief! Thompsons' quest not triggering

Dear community,

I have an issue I can't figure with the following quest which prevents other quests to trigger:
I should find a notice on the Community Board in Concord Church. That notice is missing from Church board. The Thompsons aren't to be found where they suppose to be (in Concord where the Deathclaw emerged from the Concord Sewers).

Because of this, I can't trigger:
This one triggers only when “you have visited the Thompsons for dinner and a story (part of the 'Thief! Thompsons' quest)”. Also, if I haven't started "Thief! Thompsons", a notice called "Missing Things" doesn't appear on the Community Board at Concord Church, when this quest activates.

This leads to Alyssa's last quest:
... not being triggered because this is supposed to activates after "Cover of Night".

So, because of "Thief! Thompsons" not being activated, two other quests are still locked.

I've finished so far:
1. The entire Chapter 1 content (Main Quests + all Side Quests)
2. 'Chapter 2 - Main Questline' + 'Chapter 2 - Side Quests' + 'Chapter 2 - Side Quests - Nightingales' + 'Chapter 2 - Side Quests - Concord' (all except the listed three). Last thing I'll have to do is 'Commonwealth Police Department (CPD)' questline in order to completely finish the entire Chapter 1 and 2 content (but shouldn't be related to any of the aforementioned three side quests), before staring Chapter 3 content.

Am I missing something to trigger "Thief! Thompsons"? Is there any not listed requirement I'm not aware about?
Any clarifications on this one will be highly appreciated.

There's absolutely no one who might know anything about this...?
The Thompsons should have shown up when you completed the Main Story Quest Where There's Smoke. I've just replayed Chapter 1, starting my gameplay with the newest released versions, and the Thompsons appeared as expected for me. There are no other special requirements for them to appear that i am aware of.

The quest id is: Quest ID: SS2C2_ConcordQuest_Thief_Thompsons
You'd have to use console commands to see what happened to the quest: sqs Quest ID: SS2C2_ConcordQuest_Thief_Thompsons
That will tell you if the quest was enabled and what stage it is on. It could be that the NPCs did not enable, or that the quest just failed to start up.

Thank you for your answer. Checking with the "sqs" command returns the message that the quest status is "Stopped", all of its stages being "(not set)".
Trying to summon the quest giver (Elias Thompson) using "refid.moveto player" returns nothing. If I try to teleport to the NPC, it teleports me to the "not summoned area" where all the NPCs which aren't yet spawned in the world reside, but not even there Elias isn't to be found...
I simply don't understand where this NPC is and why he doesn't spawn.
Maybe if I'd have the ID of the note that should appear on Concord Church Board I could try to add it in my inventory, read it and force-start the quest this way... ?
'prid' command allows me to select both Elias and Ruby, but "moveto player", when each one selected, does not teleport them to me. Neither does "resurrect" (I was thinking they were somehow dead...)

You could return to your save before console commands and try: startquest SS2C2_ConcordQuest_Thief_Thompsons since it's stopped.

Sadly, it does nothing. 'sqs' command still reports it as 'Stopped'.
Maybe it has something to do with Concord not being fully rebuilt? I'm not sure what's the door to Thompsons' house, but there's no functional one near the spot where the Deathclaw emerged at the beginning at the game...
I feel that it has something to do with Concord being reformulated too slow, but I don't know what to do for the rebuild and settlers gathering to run faster.

Hm, few questions:
1. Did you hear one of Father Edmund's sermons in the church?
2. Have you built up settlements in Sanctuary, Abernathy Farms and Tenpines? - This for getting Concord Residents for World Population, and getting Concord to build up defenses. Those should build up in Chapter 2 after Dark Horizons.

You could try this for Thief!
startquest SS2C2_ConcordQuest_Thief_Thompsons
then setstage SS2C2_ConcordQuest_Thief_Thompsons 1 - this is "Quest Startup"

If this doesn't work for you, then I'll have to ask the boss what you could do to get it up and running.

The Thompson's house isn't near where the Deathclaw arises out of the sewer, but it is one of the World Repopulation cells that's built for this quest, but I don't believe it requires population to be in Concord. I believe it's quest enabled.
 
1. Yes, I've heard Father Edmund's sermons in the church.
2. What do you mean by "built up settlements" in the 3 locations? I had city plans in those locations, but plugins loadup was too high and the game was stuttering, so I've unapplied the plans. Settlers are there, but no buildings to the locations.

startquest SS2C2_ConcordQuest_Thief_Thompsons doesn't work. The quest stays 'Stopped' despite running the command, so setstage SS2C2_ConcordQuest_Thief_Thompsons 1 wouldn't work because 'startquest' command, for some reason, doesn't change quest status. Its status is set to Stopped and it simply doesn't want to change.

Concord is rebuilding, but slowly. Thing is I finished Chapter 1 every single Main and Side quests and Chapter 2 all Main and Side quests (Commonwealth Police Department, Nightingales and Concord residents related) except for:
These are the last ones I'm working now on and after these I'll start Chapter 3. Everything went so smooth, not even one quest from Chapters 1 and 2 had any issues and I meticulously did every each one of them following the Wiki list. Alyssa's ones (except Journalistic Ethics), Branigan's, Caleb Saunders', Father Edmund Callum's = all their quests worked liked a charm and they were all Concord-related.
Journalistic Ethics, Cover of Night and Thief! Thompsons are the last ones and are linked. Because of Thompsons' not triggering I can't the other two. That damn note in the church doesn't appear...!

World Repopulation is about building up your influence in the region. So for it to activate in Concord (the only place currently that is set up for World Repop.), you need to have Caravan Services at the 3 Settlements that are within range, sharing resources (Sanctuary, Abernathy and Tenpines) and building influence in the region.
The more influence you have in the region, the more doors activate in Concord. You don't have to use City Plans.

Oki! Will set up caravans between the 3 settlements right away. This would be the only requirements for further triggering World Repopulation in Concord or I have to ensure extra food, power and water as kinggath described here?

I've built caravans and ensured that there's over-production of food, water and power (+ Power Transfer station) to all Abernathy farm, Sanctuary and Tenpines Bluff. Sadly, nothing changed in Concord so far, nor any notice appeared on the Church board, nor the Thompsons aren't moved into town...
I'm beginning to think there's something wrong with this quest I can't fix.

Is World Repopulation turned OFF in the City Manager Holotape?
Options > Gameplay > World Repopulation
 
What I don't understand is the flag 'Stopped' for this quest. This also refers to the quest hasn't started yet, as in NEVER, or to that it started but for some reason it stopped (due to a glitch or something)?
Knowing this might bring some light on this strange behavior.

My understanding of the quest showing "stopped" means that it did not start. I don't know what else to try :sorry
I'll have to ask and see if there's something else you can do.
 
It means a lot any info I could get on this. Whenever possible, if you find something, please let me know.

Did you at any time during your gameplay, use a console command or use the City Manager Holotape to quest skip/complete quest?
If so, what did you do?
