Suggestion Cell-based location export

Is it possible to save locations as opposed to saving settlements using clipboard or transfer settlements?
I rebuild locations. I don't necessarily want to turn these into settlements.
I mainly turn closed up buildings into open exteriors e.g. the river front houses in Back Bay or the city block which Shenleys is located in.
So maybe a clipboard resurrection variation but which is cell-based.
Plus the ability to auto-run a number of cell loads at any time e.g. when exiting the vault, without needed to be present at the location.
Such a capability could be used in conjunction with terrain clearing mods to randomize the game.
It could also be used with Annex The Commonwealth or maybe the Concord SS2 homes.
ATC is OK but with the ability to have expansion areas use a clipboard style of prebuilt load it would be far more useful.
For example, a real farm as an expansion. It could save placing a few hundred corn plants.
All-exterior homes add to the atmosphere quite a lot.
An existing game example is the raider building near Cait's where the raiders live on the roof.
What if the raiders lived on all floors which are part of the exterior world.
Snipers from windows hurling abuse at you etc.
