I can use the Local Leader perk to connect. I've rebuilt and reassigned people to the Municipal Plot, and it all looks like it is connected and the Icons are a go, but I have yet to actually have it connect to the other Settlements.

Makes sense. But the Nuka World Red Rocket is a known quantity. I have Sunshing Tidings, and that would technically be the closest but on a different map. I'll check out Far Harbor next. Might just be a different map issue.

There's no way to calculate the distance between cells as far as I know. You could attack anywhere if you made Mechinist Lair an outpost in Conquerer for the same reason.

True, but Vault 88 and Mechanist Lair both seem to be linking to The Castle with Caravan plots for me.

Yes there is a distance for a single caravan is just a bit further than Starlight to Sanctuary, I have yet to test if you can connect DLC settlements back to the commonwealth, I use this map, please ignore the purple connections they no longer work from the slog to Jamaica and starlight to Jamaica it is just too far.
