Cant upgrade settlements and plots not powered

I don't have that clock/timer for my settlements, only population and city level, also in the top right some of my cities such as Red Rocket are not acquiring resources/materials or whatever you call it, and most of the plots dont have power going to them, even with a connected lamp and even with the "self power" option enabled, what do I do?
