Can't talk to Jake in War is Good for Business

Anyone else having this issue?

First step of War is Good for Business is to speak with Jake. But unfortunately he doesn't talk to me back. When I click on him, I do say the usual random greeting like "Hi", "Hey"... but that's it, he just wanders in his shop

I tried all this before i'll do a SetStage:

  • Reverted back to a previous save, before getting that quest: no go
  • Since I read on the guide that next stage he is going to ask to get some help from Factions, I went to do the Vanilla quests to join all available Factions (RR, Brotherhood & Institute), went back to him: same thing
  • tried "resetai" in console. Also tried disable / enable: still no go

Also, not sure if it is worth mentioning but in a previous quest, "Martial Law" when we have to go speak to him in the church, he wasn't actually in there, he was in the same "wandering mode" on the roof of the store, but he did speak with me tho...

So for now I'll just force the next stage in console.
 
Had the same issue, couldn't really find a 'fix' persay. But I stayed in the area and started wandering around, before attempting to talk to Lupe and woop, suddenly Jake started talking to me through the floor.

The conversation involves Lupe, so I believe it may be an issue with the A.I. not being near each other as they do their tasks or just lag. A better fix would be preferable then praying.

In my case, he was at church while the preacher gave his sermon. But he was walking out of it and back to his workshop. Unresponsive, while I got the message to defend Starlight. I did that and when I came back, Jake had his dialogue at his workshop with Lupe.

In fact, that was my second attempt at making it work. First time round, Jake was nowhere to be seen, but I didn't check the church. But my character turned her head as if engaged in conversation and it said that the talk with Jake stage was finished. And I got the message to defend the castle. So I assume, the attack somewhere is part of that quest. The reason why I broke up the first attempt was my character staying locked in conversation mode with a partner that wasn't there.

I no longer have these saves, I'm afraid, since I played on since then.

I confirm that it's related to his positioning. When I had the bug, his dialogue triggered before the radio signal and trigger "Follow Jake" (stage 96). I fixed it by "moveto player" on Jake when I was next to Lupe.

Hey man I just wanted to let you know I think I found a fix I don't know if it will work for everybody but since chapter 3 came out I started a new game from scrap and right upon this glitch if you go to lupa instead it should just activate

Confirmed. I wasn't able to talk to jack either (in chapel), but when I went to lupa it started the conversation.
