Question Can't take first vassal.

I've conquered Starlight Drive In. I talked to Jammer and placed down the War Planner's Desk. I talked to him again. He went through the whole "Kill the hired help but not the settlers" thing, then I said I'm ready. Jammer says I don't have enough raiders. Over several days I've given him a single payment of 100 caps but a fortune's worth of chems and booze. I'm up to 24 raiders. Still not enough.
I think the problem is that I built plots in Starlight before building the War Planner's Desk. I self destructed all the plots in the settlement so that no raiders were assigned to anything. It didn't work. I still don't have enough.
Do I need 25? I thought for sure I would be able to go and take a vassal immediately after I took Starlight. I had 16 raiders left over. 1 died (although the corpse was just named Raider, so I don't know if that was one of mine or not).

You only need 5, but they do need to be warriors. If you have auto assignment on they may have been changed to workers or guards, making them ineligible to go on a raid. Your HUD should be letting you know how many of each type you have. Kinggath has a series of Youtube vids that give you a run through of how the mechanics work, that might be worth looking up if you're not sure about how Conqueror works.

The thing is, I know how the mod works. I've played it before. This is the first time I've had this problem. Yet I've never heard about needing warriors. I don't even know what those are. Are they unassigned raiders? If so. I have 24.

I'm afraid if you don't know what warriors are, you really don't know how the mod works. Assignment of roles is only one of many features that you'll need to get your head around to get the most out of Conquerer. I really would recommend looking up the information videos or at the very least explore the in game options and read the information popups that are provided. Your faction troops will all have a role which will affect their resource costs and functions. They are set either by yourself, or automatically by what plot type they have been assigned to. Your HUD will give you the numbers of each type at the bottom of your screen. You can turn off auto roles in the holotape, and you can change roles via interacting with them individually.

"You might need to change the roles from the other type to warriors which you'll be able to learn about in a future video."
Watched Faction Pack -=Ultra=- Quickstart. No mention of warriors.

Oh. I fixed it. Turns out there was a bug that caused me not to get the ability to scout targets. I just needed to manually coordinate a raid on the board, then back out, get the ability, then suddenly I have enough people. Odd. Still can't set the role though.

When you approach a faction recruit you should have two options. First will be the usual talk to interaction ('e' key default) then there should be a second option ('r' key default). The second option should then open up various options in a menu box (including roles). If you have another mod that uses the second interaction option, that may be a reason for not being able to access the recruit's option.
