Might be easier to explain what I want...

I am confused as to how slaves are supposed to work. What I thought I could do was raid a settlement, capture the population and enslave them to farm or work in factories etc. Also to be able to move them to my outpost to serve the raiders who live there etc. This does not seem possible, but perhaps I am not doing something right.

Since I have been unable to move slaves, I tried to raid Covenant and start an outpost there, but all the inhabitants were killed, not sure if that was a bug. I figured that would be a workaround to not being able to move. Maybe the only way to use that city would be to start the outpost at one place, then raid there turn it into a slave outpost and then move the outpost to there?

TL;DR I just want to be able to move slaves around for various purposes and I'm not sure if I am doing something wrong or I can't.
 
Here is my experience with slaves - I was able to take a settlement and it converts to an "outpost" you should be able to transfer those slaves between "outposts". However since owning slaves, the settlements that are using them, the happiness has tanked (not sure if it is related).

I was also able to collar a settler at a vassal, and an normal settlement, but was only able to transfer them between vassal and non-outpost settlements (once again happiness tanked after using them).
 
Thanks for the reply. I actually recently did the following:

I made Red Rocket my initial outpost, then raided Abernathy as a farm, then Covenant as a slaver outpost. I still could not move any slaves, I then converted covenant to my primary outpost and closed down the old one. This accomplished my goal of having slaves for my raider outpost. I still am unable to move them.

The impression I have gotten is that the developers are intending us to play Conqurer in a specific way. I may be misunderstanding, but I just simply wanted a the mechanic to have an expanding raider empire with slaves doing most of the work. If I need more labor in a farm I should simply be able to move slaves to where they are needed. Either I don't understand the restrictions intentions or it's not implemented completely yet.
 
There is a wall in the vanilla function of raiders vs settlers. You can't send your raiders to a settlement and you can't send your Settlers to raider camps. If you turn a settlement into vassal you lose control of your settlement. If you use a mod or console commands to retain control of the vassal you can't send them to each other either, this is all nuka world DLC.

The Slaves seem to function as normal settlers, but in a raider camps, they are able to be told to farm and do other work.

Interestingly enough if you console command a settler into existence, whatever the current settlement you are in restricts the settler to that type of environment.
