I don't know if it's a bug or wot but they are not moving at allIf you stand in one of your outposts and use the town meeting gavel (selecting "gather around"), it should summon the soldiers who are living at that particular outpost.

Yes I have all 3 installedat the very least you should have these 3 installed and the plugins enabled

I can a sign loadout on the war bench but it doesn't take when I go back to the NPC it's still on zeronot sure what can remove loadouts from being selected
can you check an older saves to see if it lists loadouts for your soldiers and if you can edit them
post roughly what quests are you on for ss2 if/when you have the option to change them and when you no longer can from your saves
