Can't continue the story

Hi the warriors I recruited don't turn up when I go to operations keeps saying not enough soldiers and I can't skip the quest so I'm stuck any idea on how to fix this

No I'm having the issue with I can't even find the tape and I've even installed mods to specifically put it into my inventory but that does not work either

If you stand in one of your outposts and use the town meeting gavel (selecting "gather around"), it should summon the soldiers who are living at that particular outpost.

I don't know if it's a bug or wot but they are not moving at all

How many are there? Are they injured?

And they have the warrior label?

Are they sandboxing or standing completely frozen?

are you referring to starting ss2 where you meet Jake
if so you may have a mod that alters the start of the game such as - start me up mod
post your load order as a spoiler

try sending them another outpost/settlement via workshop mode then using R if on pc to mange them - from here you can change their role or loadout

I literally have one other mod and that is the cheat room mod

I mean I even went to the place where you're supposed to be able to find the hollow tape but there is absolutely nothing there

I see that soldier does not have a loadout
can you select armory options from the 1st SS and select a rank 1 loadout

or from the warbench - quartermaster - change default loadouts - rank 1 -

not sure what can remove loadouts from being selected
can you check an older saves to see if it lists loadouts for your soldiers and if you can edit them
post roughly what quests are you on for ss2 if/when you have the option to change them and when you no longer can from your saves

I can a sign loadout on the war bench but it doesn't take when I go back to the NPC it's still on zero
