For quite some time I try to change that top area to a Classy Staff Lounge, but even though the window show all green at the cost (60 Facilities Energy, 500 Scrap, 500 Caps, 20 Administration Energy), I still get the same window saying that there is not enough resources or staff. And there are plenty of avaliable personnel.
The resource panel at the bottom left is confusion as well, the energy (lighting bolt) is stuck on 0 even since I started, and now everything is upgraded. I understood later that is excess from the settlements I linked to the HQ, so I decided to make some settlements focused on food, water and energy. What seem to worked for food and water, although sometimes it keep showing red or green bar, even there isn't any change to the HQ, like events. But energy never left 0. Already used the tools to recalculate stuff at the HQ, but nothing.
