Can't assign anyone to the city desk

even when i go to workshop mode i cant assign

When you mouseover a settler, there should be an option called 'Assign'. Click that then go to the City Planner Desk and click that.

all they do is just walk up to the desk and stand there for my companies

It may take them a bit to start doing stuff. Do you get a notification like 'Settler has been assigned to...'?

I made a thread on that issue a few weeks ago. I have exactly the same problem. I came to the conclusion that once you assigned any leader manually, all the desks at all settlements come up empty, which means assigning everyone manually in workshop mode, as you would do with any plot.
