Can't afford upgrade cost, but yet, I can. Huh?

Hey folks,

I've been having a strange recurring "issue" for the past while. I will check on a plot, and it will say, "Status: Operational, Can't Afford Upgrade Costs". However, I have lots and lots of resources. Is this just a script lag issue? I experience it fairly often. Sometime refreshing the plot fixes it, but often it doesn't. Below is a image of the error-type message, as well as an image of my resources.

Besides waiting for several real-world hours for the scripts to catch up, is there anything else I should try? I have a fairly decent PC, and am only running 44 mods (and none of the massive ones - except for SS2, of course). What additional information could I provide that would help?

Does this occur from level one on? Do you have auto upgrade on or off? After a manual upgrade does it do it on the next level too?
I think you always get this status on manual upgrade. Then you go to advanced option on the ASAM, allow auto upgrade, go back, click upgrade available, then when it's finished, go back to advanced and select prevent auto upgrade again
 
There are also 2 settings, something like:
auto-upgrade basic
auto-upgrade branching
If these are off, you will be unable to even manually upgrade a plot.
 
I just checked my settings. It appears that everything is on or set to auto. I just had this happen again in Sunshine Tidings with an Advanced Water plot. It is level one, and says that there's an upgrade, but just won't go. Clicking on the "Upgrade Available!" option on the ASAM doesn't seem to do anything at all. :(

The worst part is that it's random. Most times, the plots upgrade all on their own. It's only sometimes, which makes it much harder to troubleshoot.

Switch your settings to manual and try upgrading them yourself
 
Refresh ALL my plots? Rough math puts that somewhere between 300 and 400 plots. Might be faster to play through the entire Chapter One quest again.
 
Been there done that. I have all the settlements and then some and have had to do it at least once before. 2 days it took. Then anoth fix came out.

Do you have the HOLO icons turned on? Do you have any red icons on the 4th row? Anything showing red on the 4th row needs to be addressed before the plot can upgrade.

I have also seen in settlements that depend on the caravan to provide food and/or water take forever (30+ min. real time) to actually acknowledge the needs are met and allow plots to upgrade. The strange part is the needs HUD on the lower left says food and water are 100%. I do not know if refreshing a plot forces it to re-check for upgrade eligibility.

Whenever I have a stuck plot a refresh brings up the Upgrade available message for me. If it has one available
 
Status: Operational, Can't Afford Upgrade Costs- I get this at all settlements whenever an Upgrade is available, it is so frustrating. I have tried the above and all manner of Costs options on and off with no luck. Has anyone got a definitive answer for this problem? Thanks
 
I know it shows up a lot in city plans, they usually upgrade everything at once and that happens when you leave the settlements.
Not sure about definitive answer but you could try "plot tracking" and "stuck plots", it will probably return some that can't upgrade (and refresh hopefully fixes that) but it shouldn't be your entire network. Plots may also not update the moment you visit the settlement (probably won't), if you walk around for a minute or 2 without going in pip-boy or workshop mode you should see them updating (holo icons and the plot model disappears and shows up)

Thanks, there must be a setting somewhere as I see on youtube stuff other people don't have this issue.

In my experience if I dont drop some caps in a new village they wont upgrade (Or if Commercial is too low).
You can use the contest tool to force upgrades but their city wide. If you advance to level 1, even if your plots are level 2, it will reduce the plots to level 1.

I have noticed that I get this message when a plot is getting ready to upgrade when I have the auto upgrade on.
I'm not sure why, but as you said either hanging around for a bit or going somewhere else, I get the message the plot upgraded.
For a certain city plan, I had every plot give me that message, as soon as I left, they all started upgrading.
