Cannot Progress State of War

I am currently stuck on state of war. I have taken Lexington, Oberland, Federal Ration Stockpile, and Forest Grove Marsh, and it is not progressing. I've tried capturing Vault 111 after Its a refrigerator, as recommended by another post with a similar issue, but that didn't work. What do I do?

It didn't work as in, you've completed the assault and quest never updated? Or the assault never started?
Either way you could try a random location still occupied by the gunners (though really a random assault should do, if it's not updating on its own). Hallucigen, Greentech or Mass Fusion can be marked by pointing flare gun at them, even if there are no enemies.

As in, did not update the quest, assault went through just fine. I went back and redid lexington, the last of the territories i did from this stage of the quest. This time, the assault still occurred and lexington did become part of my empire, but unlike last time, the quest marker did not go away.

I'll try another random assault. see if that works. Any ideas in case it doesn't?
