Solved Cannot find a sim settlement icon in the menu

Cannot find a sim settlement icon in the menu, there are plots to build but they are in the 'specials' tab, is there suppose to be a seperate 'Sim Settlement' tab in the menu?

I did have SS2 installed but disabled it in Vortex and started a new game, I am confused as I have got the settlement menu manager in the pipboy and have activated it. If you can help please do!

For SS1 you need to find the SS holotape in the Museum of Freedom before the tab will appear.

I already have the City Manager 2078 Holotape, is this the one you are referring to?

By what do you mean "did you activate it" I opened it in the pipboy if that's what you mean, if this is not what you mean please explain how I activate it because all I get are plots in the "Specials" tab at the moment. Thanks for the help so far!
