Can you still utilize Conqueror if you don't want to play a raider character (i.e. evil)?

I've been looking for a quick answer to this question for a bit but I haven't found a concise one and I don't currently have the time to watch the 3 hour demo/Q&A video. I don't really like the idea of playing a raider character, even in the Nuka World DLC I always wished there had been a more fleshed-out questline for characters that wanted to purge the amusement park of raiders and still cleanse the separate areas. Is there an option to take advantage of the Conqueror features without being "evil" that doesn't rely on another mod to make possible? For example, is there a way to claim settlements for the Minutemen, or to conquer settlements that have been taken over by raiders?

I thought I read something somewhere that said in Conquerer some of the settlements can develop on their own, which allows you to fight and capture actual established communities. Beyond that I thought this expansion sounded awesome because it potentially adds more towns to the Commonwealth (ones you don't have to build yourself).

Are there any other Conqueror-added gameplay features that I should be aware of? I saw somebody mention sharing resources and assigning provisioners between settlements was different now, I also wasn't sure if settlement defense was more robust or had been altered. I haven't played SS since Conqueror has been out and I want to start a new game with full knowledge of the expansion so I can fully enjoy it.

This is a monster patch we've been brewing for months that aims to completely transform the way Outposts and Vassals play. We've got new gameplay mechanics, new HUD elements, and new plots - not to mention we're setting the stage for tons of new story content for Jammer and friends!
 
You have two key features you can use without being a raider:

1. Prebuilt settlements - a wizard will pop up at the start of a new game to help you set that up.
2. Faction packs - you can use one of many different faction packs to treat settlements like military outposts for your favorite factions and raise armies to free other settlements rather than conquering them.

Bullyrook is correct though, if you haven't started yet, best to wait until Friday as we're unleashing a ton of new content!
