i was wondering can I have just sim settlements and rise of the commonwealth plus the conqueror but not the industrial revolution?

IR isn't required. You should be good to go.

This is an Expansion Pack - and will always require the latest version of Sim Settlements and Workshop Framework, whenever you update this, be sure to also update both of those mods.

In short, you only need Sim Settlements Main mod and of course, Workshop Framework . In my understanding (Sorry haven't played it yet) the citys come in a prebuilt style. So in short you shouldn't miss out as the 3 in 1 is Sim Settlements, Industrial Revolution and Rise of the Commonwealth, the latter two are not required.

The one thing that could possibly cause a minor issue may be that some city plans use IR plots. IR also has some really nice plots and quest stories that go with them.
