Can I move a settler FROM the HQ? After I put one in there she soon gave me a quest.

Katherine Drake, I instantly put her at HQ/GNN, but then later on I get a pop up saying I should check up on her and she gives me a quest called Junkyard Dog. Have to build an industrial plot and sign her to it, which I currently cannot do. Is there a way for me to place her in a settlement, finish the quest and then send her back to GNN?

You should be able to go into Command Mode, select her and then select Move to assign her to a settlement, just like in Workshop Mode.
