Solved Can I export a Conqueror pre-built and import it into Sim Settlements 1?

Hi all,
I just started playing SS 3-in-1 ROTC and fell in love with it. I decided to create a save game with 25+ settlements at L3. I got about half of them to L2 and Sanctuary and Red Rocket were at L3 and it started CTD. I installed Baka ScrapHeap and was able to get almost half of them to L3 before CTD started again. I was ready to give up but then I thought of "Remove City Plan" on L3 settlements and now I got only 3 left and I don't even need Baka to run the game but I still use it for safety. My problem is both Warwick and Greygarden have stalled, even after "Refresh" and starting over with "Dismiss Leader and Remove City Plan". Can I somehow create Warwick and Greygarden at L3 in Conqueror and export them, then import them into my ROTC game so that I can have a collection of L3 settlement?

Yes ,you could do that but i would check out the city planners toolkit ;) there are some commands in that kit that would be very usefull to you ;) Sim Settlements - City Planner's Toolkit at Fallout 4 Nexus - Mods and community
Thanks for your quick reply! I downloaded the kit.

I created two level 3 settlements (Warwick and Graygarden) using Conqueror, exported them using Workshop Framework, pasted the papyrus log into Settlement Layout Plugin Creator creating two esp's, then imported the two layouts into my ROTC save using WSFW but all the plots still want power even though my power is at 160 and not red. I would think Transfer Settlement would have the same problem with self power city plan plots. Do you know of a way to get this to work?
 
Try city refresh
Try Rebuild Local Data from city holotape Tools>Config Tools.

If you rewire ,do they get power?

This time I followed the Planners Toolkit "02 - Creating Your First City Plan" creating a blueprint using TS then created an esp using "City Plan Plugin Creator" instead of "Settlement Layout Plugin Creator". This allowed me to use the City Planners Desk instead of WSFW. At first I thought that it didn't work but over time the plots were being created and they were getting power! Thanks to your link I think it's working.

This begs the question, how do I figure out what's inside these different esp files?
