Can Generating New LOD Lead to Crashes when Entering New Exterior Cells?

I'm CTD as I move through the exterior space of the Commonwealth. Interiors are perfectly fine, performance is around 40-50FPS, but it seems as though once I move into a new location the game freezes for a few seconds, stutters once, then crashes.

For example, if I move from Boston Commons to Goodneighbour, the game can crash. If I move from Starlight Drive-In to Lexington, the game can crash. And so on. It seems specifically tied to moving from one general location to another, regardless of which of those locations it is.

I attempted to try using FO4LODGen for the first time, and was pretty tired when I did, so I cannot be too sure if it started before or after I did that, but I have a feeling it first started after I tried to generate LOD.

I'm going through and updating my modlist currently, to see if there are any issues that can be fixed that way, but I'm unsure what could have caused this, unless it's related to LOD.

Buffout 4 won't usually generate a crash log when this CTD occurs, but it did for probably something unrelated: https://pastebin.com/nMbDg4fk

I'm also aware that I'm well above the .ba2 limit, but have been using the tweak that comes with Buffout to override it. I do plan on archiving all of the many texture mods I use into a handful of .ba2s, but wonder if that is contributing to the crashing. It's confusing, though, as it hasn't before now.

I'm going to try regenerating my LOD now, but wanted to check and see if anyone could verify that this is the case, as it is time and storage consuming.
