Can claim certain pre-built settlements

I found that I was able to claim control of certain pre-built settlements (in particular, ones that don't normally have people occupying them) by using the workbench, as if they weren't occupied. I"m not sure if this is a problem purely with custom settlements (Tested this on Red Rocket Cambridge) or if it's a problem with all such settlements.

In all likelihood, that's my updated RR settlements right?

I don't know how Conqueror's settlement claim system works. I've not really had a chance to actually play it yet - just to do a few test loads.

Now, for any settlements I have updated, the settlement assignment quest works as follows.
Once you enter the settlement, if you get close enough to the workbench, or activate it, you gain control. It was done like this because when I updated the settlements, they only needed to be discovered, not cleared out. From my point of view, that works as intended.

If something special should be done for Conqueror, someone from the team should contact me to let me know what changes, if any, they need from me. If there are script changes needed, obviously I'd need people to test that upgrades don't break.
 
Claiming control is normal.

Conqueror does not alter any of those mechanics. In fact, in the vanilla settlements, you can still receive radiant quests from the settlers to help them which can result in gaining control as well.

I'm leaning towards player freedom in this case. If you don't want to claim the settlements, and want to leave them under the control of the settlers, then don't activate workbenches.
