Bulid limit locked

Hey Raiders!

Just started my Conqueror playthrough and I prebuilt almost all settlements to level 1 so I could have something more than tents to tackle when I started to raid these settlements.

So when I finally set up my initial HQ at Red Rocket it says I need food, but as I am using a city plan it says I have no more build limit left, so no agricultural plots for me.

Jammer has told me I need supplies but when he asks me what settlement to raid he immidiately says we do not have a big enough team yet, and need to recruit more, gotcha.

So far I have been giving him chems and booze but no updates yet to team size. Do I just need to wait a bit until more raiders are recruited.

I have Abernathy already due to locket quest, but I cannot supply line it to Red Rocket because I cannot build a Logistics Plot.

So am I just in a holding pattern until I get more recruits.

As always Kinggath makes some great vids, but I can't build beds or hook up supply lines since my settlement was prebuilt by Conquerer at game start. If I remember right I have more recruits in Red Rocket than beds available, due to the size of the attack force. So does that mean I will never get more recruits because I don't have enough beds, no matter how much I donate to Jammer?

I guess I could try placing some sleeping bags down but as I said the settlement limit is capped due to the settlement auto generating. Maybe I can uncap the limit in the options.

Will check that out.

EDIT: Okay checked all my SS and Conquerer settings in the MCM and the build limit is set to ignore, but maybe since its a prebuilt plan it is ignoring that setting. So I looked at the War Planners desk and indeed I do not have any recruits sceheduled due to my bed issue, and I cannot build anything due to build limit being reached.

I cannot move my recruits becaue this is my first Conquerer base.

Not sure if this is a bug as my HUD says Red Rocket is 18 percent to level 2, so obviously it plans on building more once it hits 100 percent.

I guess I could try switching my HQ to Sanctuary as I have that settlement as well, and I left it unbuilt so I could build it.

Thoughts?

EDIT2: Tried to switch my HQ but since Red Rocket is the only settlement that I have conquered I have no options to move my HQ. So I guess I am a bit stuck, can't raid other settlements for supplies as I do not have enought raiders, can't recruit more raiders because I don't have enough beds, and can't build more.

Hmmm, maybe try forcing Red Rocket to rebuild, or maybe just solo another settlment so I have two conquered.

Whelp apparently you can't solo raid settlements and claim them, which makes sense, so guess that leaves me basically at an impass.

Guess I could completely demolish Red Rocket and start building it myself, then the build cap should not be a problem, or maybe I will just start a new game and not have the settlements pre build.

I guess you have everything as a prebuilt and pre conquered?

I feel bad as I don't understand? If you have a regular settlement with settlers I know you know you can build a desk there also and make an outpost too.

Conqueror will automatically link them and then spam it with regular settlers to run the farms?

What I am saying is maybe "solo" a prebuilt use WSFW if needed but take the workshop, then build a desk make it another outpost and spam it with settlers to farm?

Also, warriors-to-workers should give you some type of benefit in your HQ location if they do work a farm. "this mechanic was also in one of the videos" I just don't have time right now to show you which one.

I think there is a bit of confusion. I had nothing "Pre" conqured, just prebuilt. I left Sanctuary alone so I could build that one myself. I did the Jammer questline and when he asked me to raid a settlement I picked Red Rocket.

I conqured it and made it my HQ by building the war planners desk. Then Jammer wanted me to attack another settlment to get supplies, but when I went to chose which settlment to attack he told me we did not have enough recruits. But Red Rocket was at 16/14 settlers and only had 14 beds, and the build limit was reached so I could not place more beds to attract more recruits. I donated to Jammer but it said expected recruits next day 0.

I then build a war planners desk at Abernathy as I had already aquired that settlement through the normal locket quest. I tried to make that an outpost but it would not let me, I tried to make it my HQ but it would not let me.

I forced a rebuild or Red Rocket but the build limit was still maxed out.

I tried to take another settlement on my own, and I did, but it would not allow me to claim it, as I am sure the scripting did not understand I was raiding it as I was not prompted to go raid it.

So basially I can't recruit more raiders throuth Red Rocket, and I can't make other settlements my HQ, and it all boils down to the fact that the Red Rocket pre built city play is showing the build limit reached, even though I have build limit set to ignore in the settings.

I did notice when I started a new game that Red Rocket is one of the settlements they suggest you do not prebuild, so I left it unbuilt this time around.

Again not sure if this is a bug, script error or some other conflict.

Will let you know if I run into this build limit issue with other pre built settlemtents in my new playthrough.

Build limits can be increased by using the city manager holotape. The option is in tools, configuration.
Okay apparently the Holotape and the MCM options are not linked, as my MCM option said ignore build level, but when I used the Holotape to increase build level it worked, so thanks.

I would have tried that earlier but I figured the settings in the MCM where basically the equivilent of the settings on the Holotape.

Another issue that caused some confusion for me was after I captured Red Rocket basically all the existing setters of the pre build died, leaving only my raiders to fill up the settlement, which meant almost all became workers and guards, I had zero warriors.

This it turns out was the real base line issue, even with more settlers than beds and no way to recruit more, as soon as I realized I could change workers to warriors I simply changed their jobs and I had enough warriors to assault another settlment.

So it was kind of a perfect storm or me being over confident in my knowledge of SS since I had been using it forever, and the fact that all my warriors became wage slaves in Red Rocket instead of staying warriors, and then the red herring of the build limit on top of it.

As per the posted video I opened the raider alternate menu and changed their jobs back.

Let the Raiding commence!
