Closed Building/Scraping causing CTD only in Sanctuary

Originally when I installed this mod, it works completely fine however it got to the point where Fast-Travelling or walking on foot over to Sanctuary caused a CTD so I followed the Uninstall method and removed the mod. I used the self destruct sequence and removed all placed items. Now however, when I place things like Generators in Sanctuary or try to Scrap something, the game CTD's. I have tried to load a old save and go back to Sanctuary yet the problem persists. This only occurs in Sanctuary as I have gone over to Abernathy and everything works fine there.
I do no have any other mod (apart from Rise of the Commonwealth) that will change building of settlements. As has only occurred recently, I am assuming that the cause was when Sim Settlements originally caused the Sanctuary Crash during the automated building.
 
I found the crashing from entering settlements was being caused by Bethesda's televisions, so I released a patch mod to remove the TVs from plots to clear that up.

The issue from scrapping is something in the vanilla game that happens at the save level, I'm currently working with the creator of Fallrim Tools to try and devise a save cleaning method and have sent in several reports to Bethesda about it. Hoping to make some progress on both fronts.

Once a settlement is screwed up like this, building powered objects like generators or lightbulbs in it, or scrapping anything will cause a crash. So far the Sim Settlements city building feature seems to get around whatever the problem is, so you can use that as a means to fill the settlement, but it won't be completely buildable manually unless someone can build a save cleaner tool or Bethesda can fix the bug. I'm actually hopeful they'll fix it since they are releasing so many workshop kits in the Creation Club.

Since it isnt a fixable problem at this point Im happy at leaving it at that. I will use Sim Settlements to get this problem solved for the mean time. Thanks for that!
