Building a City Plan, few questions

Hello, i'm working on building my first City Plan, it isn't a serious one, and most likely wont see the light of day to the public as it's just me figuring things out, but there are some things I have a few questions about.

Question one: Do items I made into static ones, stay static in the build? I used the mod, place anywhere, to make some items static, because I hate just bumping into something and it flying away. Does it say static when I transfer it and rebuild the build?

Question two: Do items, like let's say a yellow plate I dropped from my inventory, get's built into the city plan? Do those dropped items have any effect on the plan? What if I wanted one to be built?

Qhwestion three: Like I said, I'm using place anywhere, so I've sized up and down some items, will it load the item with those size changes?

0u35t10n 4: May I request for some assets to be added to the City Planners tool kit? There are so many items in the game I want to use in builds. <3

EDIT: Question 5: Totally forgot this question, so how many of which plots should I have (minimum) at each level of the city plan build?
City Lvl1: 4 homes, 2 ag, 1 martial, 1 rec???
City Lvl2: 8 homes, 4 ag, 2 martial, 1 rec, 1 commercial???
etc.

I genuinely don't know the minimum I need for each level, to have it level naturally, self sustaining.

EDIT2: I realized i'm going to be waiting for a while, so I'm going to make a list of the items I wish to be added to the Project Blueprint mod.

Shadeless Lamp: 0003f8c2 (Power > Lights > Misc)
Wooden Picture Frame: 0014de01 (Decoration > Clutter > Misc)

1. Sometimes, but it's best to try find a replacement for the item with the physics disabled by default. Some items will always default to their original state in a city plan.

2. You have to link these items to the workbench. Select them in the console and cqf kgpbp link X Where X is the workshop id you are linking to.

3. Changes you make to scale and to the x,y,z axis will be preserved in a city plan. Except to turrets, they will revert to their original state.

4. Not really. It's a lot of work and the team are far too busy with other stuff. @Whisper is currently tiding up and improving the items already in pbp. That it's a monumental task without adding more work for him.
If you want to add the items you have listed below cqf kgpbp Spawn X Where X is the ref id of each item. This will both spawn and link the item to the workshop.

5. Unless you are entering a contest there is no minimum requirement on plots. It's the same as vanilla, you just need to meet the settlers needs and make sure they are happy.

Well i'm talking about, what is the min you need to meet the requirements. I don't want to make a massive build. I really wanted to try for the least amount of plots, yet are able to self sustain and level up naturally. With at least 1 shop. <3
 
As long as the top 3 bars in the HUD are always full it will eventually upgrade, you can speed this process up by adding scrap to the supplies container, or you can change settings in the holo.

You are asking me to give you an amount of plots to build which I can't do. I have no idea what you are trying to achieve. Everyone needs food, water, a job, somewhere to sleep, be protected, and be happy, take care of those and your city will upgrade.
 
Since its a personal city plan, try Creative Clutter and Do It Yourshelf for a few more decorative assets.

Remember that you won’t be able to use them in a contest.

Sorry, I'm just getting around to trying all of the things you've told me to do, and I tried searching online the workshop ids. Now, I'm sure i'm not trying to use the base workshop id, and I can't find Sanctuary's id specifically.

I believe it's when I click on the sanctuary workshop, that's the id I should use (not base one) right? Or is it something else entirely? btw thanks again, you've helped a lot <3
