Question Bug / Conflict using "Configure Build Limits" from Workshop Menu

I'm having this strange issue on some of my settlements.
  • New settlement OK = Build Limit 100%
  • Increase Build Limit by 100% OK = Build Limit 200%
  • Increase Build Limit by 50% OK = Build Limit 300%
On some of my settlements, if I try to increase the build limit again I get unexpected results. Sometimes I get no change and others the build limit drops.
This is currently happening on Red Rocket and Tenpines Bluff. Both are currently maxed at 300% and both have been expanded to City status.(Sim Settlements 2)

At Tenpines bluff
- at 300% getav 348 79737, getav 349 = 3000000, getav 34a=3062, getav 34b=3000
after 25% Increase Build limit reads %475 (actual rise of 58%) could be 100% + 75%
- at 475% getav 348 79737, getav 349 = 4750000, getav 34a=3062, getav 34b=4750
I think this time it worked, but not by the specified 25% increase.

Other times increases from 300% of 25% have ended up at %475, %575, %225 etc.
 
it reset back to 300% and I cannot build anything again.
Reading between the lines here a bit. If all you want to do is build more there is an Old school way of doing that. You have to keep track off what you shrunk the build bar yourself. In the settlement where you want to build more but can't simply drop some guns on the ground and enter build mode and store or scrap them, the game thinks that is settlement items and shrinks the build bar.
