Broken Recruitment Beacons

As the title suggests, I'm struggling with broken beacons and the recruitment radio station. The Details: After placing and connecting the Settlement Recruitment Beacon 2 settlers show up. None after that for over a year+ (tested by waiting in another cell). Also the radio station will stay ON even after cycling power off, storing the beacon in the workshop, or scrapping the beacon. Both with mods and vanilla, after many many many hours of testing. I'll still post a mod list with exact load order if you guys want. I've;

1) Deleted All Mods + Reinstall FO4 - still broke
2) Same as above + clear cache - still broke
3) Add mods 1 at a time back to previous load order - fixed for 24 in game hours and then broke again

I have no idea what to do, the entire Settlement system is broken for me. The only option I can see is to install a cheat that spawns in NPCs... and I don't want to do that.
 
Can you test on a fresh save or different character that you weren't playing with your current mod list with?

If removing all mods didn't fix it, the issue is probably in your save file. Unfortunately, a lot of important data is stored there, and things like the workshop system (and the beacons) can break down there. The most common culprits I've seen for breaking that stuff are Don't Call Me Settler and Welcome to Goodneighbor (if you're looking to trim down some mods to prevent this happening again).
 
I know a lot of people have said they have good luck with Beantown Interiors - which I used with vanilla type play... but since putzing around and starting new games to isolate trouble makers, Beantown is about 50/50 success. I have also found the same by isolating out SKE (mostly putting Master Plan/Homemaker in - and actually nixed as well - using Etheron's singular files) ... have not had CTD's after many painful trials. So CTD's are gone, other weird stuff happening in game has stopped (90%).

Thank you for the fast reply. You're truly awesome. Ok so, down to business.

Have tested on a New Game: Vanilla. Same setup. 1) build beacon + generator 2) wait in a chair for 1 year in cell 3 wait in chair for 1 year in an indoor cell 3) no settlers 4) power cycle to OFF and check the radio stations (Beacon is ON still) 5) run from Sanctuary to The Castle, check radio station (still have Beacon ON at that range) 6) store and scrap Beacon (radion Beacon still ON)

I've also tried Fast Traveling in and out of the cell while the Beacon was OFF, stored, and scrapped. Vanilla fresh save. I also don't use "Don't Call Me Settler" or "Welcome to Goodneighbor" when I do have mods loaded. I'm banging my head against a wall here bro, I really wanna get back to playing FO4 with SS focused playthroughs with the Minutemen. But I've been ironing out my mod lists and various bugs for... at least a month now with no real game time. This is the only big bug I have left and I remember having this bug a few times back when all us Xbox players had was Vanilla, this bug literally killed my Far Harbour settlement builds about 9 months ago and made me walk away from FO4 back then.
 
If it does this in vanilla I wouldn't try with mods at all until you get that resolved. That large an issue in vanilla is not a stable platform to mod from.

I assume you have validated your cache if you're on Steam? And what version of Fallout 4 are you running?
 
You are correct mytigio - make sure latest FO4 is downloaded 1.9.4 I think. Steam wasn't updating or letting me know. Even validation doesn't correct things missing at times... (ie if you change the start menu background or something and uninstall it - steam won't validate and find the missing picture or sound file of the PA in RR screen)

Thx for all the replies. Awesome little sub community this mod has, everyone is super knowledgable and helpful. I'm glad to be here with you guys.

So, no Steam. On Xbox, I have uninstalled and reinstalled during this whole troubleshooting process, which also updates the game to the latest version before you can access the Mods from the menu. I have also manually deleted all FO4 files AND THEN unplugged the power source to cycle out the cache data. THEN reinstalled. THEN started a new vanilla, ran straight to Carla for a couple Crystals, ran back to Sanctuary, built the Beacon + Generator, 2 settlers spawned, saved, went to a chair and waited 72 hours in bursts, check settlement data, 1 year of this in vanilla and no new settlers besides the first 2. And this was the test that made me lose my sanity last night after being convinced for over a month that my mod list was bad, but this is vanilla.
 
Any other xbox users reporting something similar? This is one I haven't heard of before, but I'm also only on PC so might be an xbox bug?
 
Alright, next test I would do is to try the experiment in Red Rocket. I could see it being possible that Sanctuary doesn't work correctly until you get Sturges and friends back there.

Also, try creating food, water, defense, and beds for your initial settlers spawned by first creating the beacon so that your happiness is on the upswing. Fairly positive the chance of a new settler is tied to your happiness rating.

Hi team.....same issue here. very similar mod list as Tallen. Once upon a time - every settlement was working fine. Then I upgrade PC, re-installed FO4 and loaded a saved game from old PC also I decided to roll back GREEKRAGE mods (nothing bad to say about the mods just had frame rate issue at tenpines, big question mark here actually as I'm running with a i7 quad core 3.4 with 16 Gb RAM and a GTX 1060) then nothing. can't recruit or task settlers, over population is being solved by random deaths including my dogs (not happy). Moved to RR to rebuild around 'Sim Settlement' install menu manager and SKE removed master plan and Homemaker. CTD when I try and place resources and had to rebuild my menu ribbon as a heap of stuff just dropped off. Now moved to Sepc' Is'. Rolled back GREEKRAGE and removed all plots etc. Fingers crossed that I can un-break my 3856 hour game and ALL my carry over Settlers are now pink.....funny but sad. Help and advice appreciated.

Is there a point where you can back up to before you had any mods installed that would be an acceptable point of recovery? There are menu fixers out there, but your problems sound a bit deeper than just broken menus friendo.
 
The first thing I always check is the ActiveScripts section in your save after you load it into Fallrim Tools (can be downloaded on Nexus). If you have a high count (over 20), that's almost always where things like settlers break down.
 
Thanks...great advice. downloaded and ran the App'. Had over 700+ orphans all fixed but it made no difference. I've had one kid spawn but I can't interact with him nor can I assign Guards etc. However the Sim Settlement auto assign seems to be working fine. I've tried to remove Fort Hagen and reassign all the settlers. I now have a group of vagrants hanging around in no-mans land. I'm considering simply starting a new game using the 'Horizon" overhaul as it seems to be compatible with SS and that maybe the only fix. My thoughts are that we need to pick one system and stick to it. I've loaded GREEKRAGE settlement Overalls, NLD, and SS and have different systems is use at various locations. Do you reckon this could be the root cause? for example - 'Coastal Cottage Unleashed' by GREEKRAGE combined with 'North Land Diggers' work benches and SS plots plus vanilla crafting not mention the various other crafting mods I've install, like Turret stands and P.C.P.O. etc.

No mate ( I'm an Aussie so 'mate' is a good thing) Didn't anticipate FO4 being such a great game and really got immersed with the avatar so didn't think to establish 'safe roll back' saves just happily modified my way along. Stupid I know...going to try and refresh with only my favorite Mods and start a new game based on the 'Horizon' Overhaul. Besides after nearly 4k hours with the same character I am getting a little bored.

cheers kingnath, appreciate the buy-in. unfortunately nothing changed but that's a different story. What's the trigger to upgrade? I have max bars across the board and between 50% - 70% happiness but still seem to be suck at Lvl1. This isn't new thing and I have been patient and left a settlement for days (game time) and still nothing. Combination of plot types, one house per person, business and industry security, power, water, other things that produce 'Happiness' nothing...is my save that broken?
 
try cycling the beacon twice. i dont know why my game does this but it toggles the beacon on, on... off off. it dosnt actually change the beacon status until the second cycle.

its a weird one but i got used to it
