A simple idea: add a new, brick fick foundation for plots. It would cost clay plus a small amount of concrete to build. It would be simple to implement, it'd probably work if you just put an existing brick wall texture on the concrete foundation.
 
There are a couple of options I use for this but I'd use the ones in SS in some cases if they were available.

I use Workshop Rearranged for this. It has foundations, walls, thick walls (slabs), floors, thick floors, and stairs in various types of brick, stone, and concrete. Technically you can use it to create buildings since it has doorways and windows but they look kind of ick generally when used that way. I use them for landscape walls, simple concrete plot stairs, and walkways mostly. The downside might be the number of patch mod files you need since, as the name suggests, it rearranges the workshop menu a bit.

Another option I use is Ground. It has triangular and angled pieces you can use to snap to the edges of concrete and asphalt at least. It has a large selection of grasses and ground cover as well. I don't use it as much since the dirt and gravel options now in SS.
 
My addon has included some additional Foundations, including brick, in an update.

I did this because I also wanted the same and I specifically want it to follow the template used by Sim Settlements itself, the new additions fitting into the same sub-menu (Sim Settlements/Foundations/). It will also be made to work with the ASAM Sensor - Customize Foundation option: https://www.nexusmods.com/fallout4/mods/31736

They're statics just like the 2x2 Concrete. I will look into some 3x3 Foundations for the Heavy Agricultural plot(Hopefully there will be Heavy 3x3 type for each, I'd love to make stuff for that!)
