Branching plots that aren’t IR?

just out of curiosity, is it possible for regular plots, residential, or any really, to have a branching structure, or is that only possible within whatever is under the hood of IR?

I was just playing with ideas since I got the Creation Kit and I thought what if there was something like a Business that was say a Town Hall and say one route it might level 3 to a sherriffs office, but only if you have like a jail or a special house for a sheriff, and another branch it might level 3 to a governors office, but only if you have a voting office or so many parks or god knows what.

Is that sort of madness possible?
 
That's a great notion to consider, and it would really add to both the dynamic and organic growth realism - much like a typical RTS or City-builder game would.
 
Yes! As far as I am aware it's possible. Not sure about the specifics however. I have not touched branching plans yet.

Yep! And I think Maturin was first with branching residentials in his Raider themed add-on. As long as you start with one plot in common, and have one path that will upgrade with no extra requirements, you can add as many branches as you want. Unless you have one path that is always available, players with RotC-cities can get stuck with plots not upgrading stopping the city upgrade.
