Old Post Boston Airport - missing Proj Blueprint section

So I am trying to build up the Airport (and doing well, so far), but there is an issue I am running in to: the Project Blueprint items don't show up in Workshop mode. I need to add some NavMesh blocks, some planks of wood, etc, but they aren't accessible. Every other location (haven't tried Covenant) has them.
Is there anything to be done?

There is a mod that makes BA a full settlement.
