Solved Big Glitch Preventing me From progressing Raider Quests

So I have confirmed this is a bug because i did it glitched everytime i did a certin thing every raid or outpost capture if i shoot a raider by mistake you cant progress any futher jammer repeatedly says not enough raiders to do this right now even when my outpost is maxed out 15/15 raiders how can i fix this or cant i have had to make 3 new saves now and if you capture the outpost and shoot a friendly by mistake you cant use the workbench their it says this settlement isnt allied to you please help

Normally you cant use a vassal settlement unless you use MCM option to control that settlement.

If you cant get jammer to give you new raids ,try starting a raid from the war planners desk.

Okay how do I use the mcm option and when I tried starting a raid at the war planners desk it just said not enough raiders to start this

Ok I just turned mcm on

Nevermind I realised it's because I had most raiders set to worker

one more thing how do you successfully capture a npc outside settlements for me they just fight back and when i try to knock them back down their heads explode

are they aggrp before u put the coller on?

Yes it's happened every time and yes they're aggressive before I put the collar on

have you tried on non aggressive ones?

U mean like sneaking into non owned settlements and capturing the settlers
