I ended up using Hangman's with the suggested mods as my main settlement. It is built in institute theme, sort of RP'ed as an institute outreach/trading/research aboveground hub.
It worked out really well I think, but still WIP. The interior of the buildings were perfect for Interior plots. I built an institute "shell" inside the buildings for cleaner look, as well as RP'ing that the institute made them air-tight for safety/health.
The alley was a lot of fun to dot with buildings and bridge them all together from street level up to the rooftops. Rooftops are perfect for vertibird pad, greenhouse, research lab and penthouse. Settler pathing is a bit meh on the walkways. But aesthetics won over usability.
So far it holds 27 settlers, all with residential and work plots. I probably wont add any more. I mostly used interior plots, but did make room for 4 Advanced Industrial plots: Remelter, Newspaper, Magazine press and still to upgrade Glass Blower->Observatory(might change this).
