Best place to build large/complex settlement?

Back for another playthrough of Fallout 4, and I thought I would try and avoid my usual problem this time. I usually end up expanding Sanctuary a LOT and build a huge settlement on Spectacle. Both often end up causing a world of problems. Sanctuary due to the triangle of CTD, spectacle because it being multiple cells(and too much room for me to go nuts).
So what is the best place in the game to build my large "main" settlement for performance and reduction of issues? Should have space for several IR plots.

Pick up HAIA with it. Right now it is my best performing settlement Freakishly Awesome FPS!

Wow, that was unexpected. But... The idea actually sound really nice. Can just imagine something like an institute or BoS style base build in/on top of the existing city, with trading etc. down below in the old streets and building interiors. Landing pads on the rooftops for vertibirds. Checkpoints on the roads.
How well does it work with NPC pathfinding? Will they make their way up above the buildings?

Gave the mods a go and it looks very promising. Lot more interior space than I thought. Will definitely make this my main settlement this playthrough. Thanks guys.
 
Played around in Hangman's Alley today. That really is an amazing amount of space to play with. I've gotta come up with something clever to do in the flooded underpass.

yeah, this playthrough I am so impressed with some of the mods I am using I am less trying to build well but seeing and really enjoying what the mods can do.

I really like the ROTC internal plots and darn-it these things are cute. Plus, there is still enough room in them for the user to add there own complementary touches without having to go crazy. The rear facing window in them is sooooo cool!

I plan on just posting a few user pictures on the nexus mod page. With just how nice her little homes look with SS-int plots inside. She uses them too.. so maybe it is already a thought for her?
 
Just built three adorable little deco houses along the waterfront.

Placing the plot, then dropping the house on top seems to work the best.

I thought the same thing.
Sometimes you can't do internal plots that way.
But when you can I kind of prefer it.
